He was arrested on Saturday at about 2.45pm in the vicinity of Tampines Central.
On Tuesday, a 26-year-old man, an acquaintance of the suspect, had transferred $1350 to the suspect after being told that he needed to pay a Court fine and post bail.
The victim realised he was cheated when the suspected asked for more money and failed to return the initial amount.
The suspects will be charged on Monday and faces a term of 10 years and a fine if convicted.
Commander of Central Police Division, Deputy Assistant Commissioner Tan Hung Hooi, commended his officers for their good investigative work leading to the arrest of the suspect.
