Bet the distributors do not know that by doing so they may have commited acts amounting to vandalism which carries the rotan sentence.

"act of vandalism" means —
(b) stealing, destroying or damaging any public property;
fliers are not affix, posting up or display; they are littered into the private or public property.
Basically flyer distributers have 3 major types. (1) door to door (2) maibox (3) distributing at specific location to passer bys.
For mailbox newer flat mailbox design can lock the front opening, so only authorized important mail can be deposited at the rear opengins with keys from peopl with town council or singpost.
flayer distributiom at specific locations (e.g MRT, roadshow, store openings etc) can be a bother also especially when they block the way of passerbys.
the worse is door to door, sometimes it may little the front entrance.
the other bad thing is wastage of paper. so i tend to collectthese advertisement papers and reuse recyle them.
However i did mailbox and door to door before. standing in the flyer distributors' position its noto an easy job too. to clear the mailbox distribution is already tough enough since most mailboxes can be locked. door to door pays a little more but is the worse. especially those that open door and let the dog out one. you have to go from floor to floor door to door and can be very tired if you do not have bicycle or not much free time to do the job.

Some are paste onto residential gates and on the walls of lift lobbies or letterboxes.

So as to say affix a bill not a flier (loose pamphlet). So fliers are still basically litter.

WE ARE infamous for being a "fine" city. Throw anything on the ground and we are fined. So, why is there a loophole for junk mail?
Anyone leaving a flier on my doorstep is not breaking the law. Apart from Housing Board blocks, check out the flier mess left around MRT stations and in Orchard Road.
So, if businesses do it, they will not be fined but if an individual does it, he will be fined?
Everyone knows that fliers are a safety issue and a fire hazard. Isn't it time we stopped this mess gathering outside our doors?
