  In Singapore, when you see yourself sitting cars, to be indicated to the driver waved to get on the train, otherwise car would be from whizzing around you; and riding the bus using the front door on the bus get off through the back door, first paying bus, car no finding against, to be prepared in advance to change;

  you have to flag the cab by waving at the driver in order to board the vehicle. (note that train is wrong, should be vehicle)

  otherwise car would be from whizzing around you;

  otherwise the cab would be passing you by without stopping (since you did not flag it)

  and riding the bus using the front door on the bus get off through the back door,

  if you commute in a bus, you have to board at the front door, and exit through the back door

  first paying bus,

  bus fare have to be paid in advance

  this one I really catch no ball.

  I think I got it.

  If you cannot get a taxi (as in peak hour) you have to be prepared to change your mode of transport to taking buses.

  the chinese is talking about public bus, not cab.
