Because T2 like T1 use to Q until the outside road. That is why during peak T1 become a 3 lanes, and now T2 is going for all time 2 lanes.
To be first class airport, how can let tourist and travellers see all this colorful taxis, lau lau uncles Q on the road all the way, therefore, they are trying hard to keep taxis undercover as much as possible at the correct taxis waiting bay.
Taxis holding area in AP is a huge place, and in the scarcity of Singapore land, that place, can anytime build a hotel or shopping complex or any other commerical building to earn money, like T3 taxi Q is the 3/4 size of the terminal complex. To them it is money wasting and if Taxi is to Q into main road, something is very wrong liao.
If AP invest so much for Taxi Q area, it must work
This goes the same with housing, esp HDB, outside very nice to impress tourist, but inside what happen, so small is your problem, this is also know as first class housing
In the begining all tua pek kong very on the ball one lah, after few months, all become niu mo wang liao
ya 4pm onwards t1 t2 become 1 lane cos td handover. then when all flights swee swee lane, you'll see f1 racing till 530-545

Taxi queue is a must in any other Airports around the world.....
Many countries I been to also will see "Rojak" taxi queueing here and there, the worst is non other than Beijing.....
Their taxi queue got divide into zone 1.....
Before approaching the International Terminal, you will start to see snake and snake of taxi queueing....
The only problem I forsee at our AP queueing system is endangering of other road user, because in Beijing, although their taxi also queue at main road but is zone up, just like open carpark like that, will not obstruct other road user and they have many this kind of zone around their Airport, btw, Beijing old and new airport is farking big, so they got the luxury to do that, many space mah.....
If now they can deploy Cisco at T2, I don't see why cannot deploy them at the entrance of every terminal, once full, stop taxi from forming "illegal" queue....

Like ytd 6+ signage put 60 in queue.
