Changing shift is ok if there is a long Q at those shopping taxi stand with a warden, because the purpose is then turn to help, helping to ferry people and clear the Q, but you can only do it once and not stop there and wait and block other from behind.
Like Long pax Q at ION, no taxis, wisma in reverse, long taxis on Q, less pax. So if you put changing shift, you can tell the warden, anyone going to that place you indicated on top, if not, just move out, if yes, its fine.

When come to ruling in black and white, Mr L only look at whether you are ready for hired or not ready for hired....
If you are not ready for hired, meaning "busy" "changing shift", than no reason why you need to go in taxi stand for pick up....
Taxi stand only meant for taxi who are ready for hired....
So if you go in taxi stand and start rejecting pax, meaning you fall under the category of refusing to pick up pax when your taxi is ready for hired, which come with some heavy fine and demerit point and suspension of TDVL....
In another words, Mr L want or don't want to catch you only....
Of course if you really changing shift at Woodlands and happen that the taxi stands got 1 pax standing at the last queue going to your direction, Mr L can close 1 eye on that, but doesn't mean is allow....

The green and red sign of taxis is not for fun hor, anything in green, you are still able to pick pax, like hire and changing shift, both in green.
Anything in red, busy or hired, please dun go pick people..

this is something which i just kena go drink kopi with LTA so be very wary of taxi stand.
Especially if you go Amara. To get out you have to go past the taxi stand with BUSY.

really? since the change shift location intention is stated, why can't we ask pax if going around the same direction?
