  during the old times in china.. whenever there is a famine, the merchants would hoard their rice n sell later at a good profits.. that is call profiteering..

  in today singapore, to get more $ out of road users.. roads r plan for under capacity n all sorts of reason can be use to disrupt the flow of traffice.. 

  to "help " road users travel a bit faster, pay erp.. that is call easing of traffic congestion..

  during the old days in china, most ppl can remember who r the famous emperors..
