Not enough because people still have to squeeze in for long distances. Look at 168 that has full fleet DDs with 65-70 pax on board and in contrast almost every 169 bus gets 70 pax squeezing into rigids at most times. You still see people cannot board bus especially at Admiralty/Seneko towards Woodlands in PM. Likewise always issues at Yishun, where people left behind. With more bendies/DDs, this issue will be resolved.
When there is a bendy, most times no problem.

the problem is, the bendies on 169 went MIA mostly at night

But 169 also has long distance travelers. Most people who board at Mayflower take the bus to Yishun. And PM when you board near Woodlands / Seneko industrial belt, you will see most people alight only at and after Yishun MRT, many traveling all the way to Mayflower.

Loading between Mayflower and Upper Thomson can, but not between Yishun and Woodlands - will still need high capacity buses.
Also to add.. the area around Canberra that is served only by sv 169 today is getting huge developments (there will be more services coming here). People working in Woodlands/Admiralty will prefer to move to these new HDBs if they are living away, further increasing loads on 169.
