I believe it might be due to height restrictions as well as other constraints by the JB side.
If not LAs and/or VO2x might have been deployed on 170 in the 90s...

I dun think it is height restrictions? there are many DD coaches going to malaysia (although they might not be 4.4m high).... TS8 also got the double decker coach right?

The DDs might have been better utlilised to ease the several SG high demand services perhaps, probably that is why DDs weren't deployed to 160/170.
