Yeah, as long as you have not reached 990k points, your car is not fully tuned. It doesn't matter if you reach 990k points and then spend some points for the 60k race or part change. You are still considered fully tuned since you did reach the 990k mark. And yes, more money is required. I guess it should be cheaper now that Bugis is charging only $1 for start and continue. I think most other places are like this too.
