Don't think so. Sega only wants to release it's games to the console. So the chances of getting Initial D on computer is very low.

Unless you have a DVD player in ur com and also If you can find PS2 emulator for PC.....
(can't find one at the moment....) -
I found an emulator of the PS2 but they said tat tis emulator cannot play commercial games YET.... not sure of wad it means but it'll take sometime for this emulator to work..

Due to special encoding on Original PS2 games, without the PS2 set, you won't be able to play.....
